Meet the Team

Since OTEC’s organization in 1983, it has overseen closings ranging in size from single-family residential to multi-million dollar commercial projects. Through its association with the highly respected Tulsa law firm of Riddle & Wimbish, P.C.(www.riddlewimbish.com) (R&W), established in Tulsa in 1979, OTEC retains the services of that firm for title examinations as well as for general legal oversight as needed.  Together, the attorneys of R&W, Richard W. (Rick) Riddle and John B. (Jack) Wimbish, have decades of proven experience dealing with commercial and residential real estate closings and title insurance issues, bank loan closings, SBA 504 small business loan closings, as well as an extensive §1031 intermediary exchange background.



Mr. Riddle, President and General Counsel of OTEC,  is highly reputed in the industry and in the Tulsa legal and business communities.  He is a noted authority in real estate and commercial lending and borrowing, as well as in tax-deferred exchanges and qualified intermediation under §1031 of the Internal Revenue Code, on which subject he has taught continuing education seminars for lawyers, accountants and other professionals. 

He received a Juris Doctorate Degree from the University of Missouri at Kansas City in 1973 and, since that time, has practiced law in Tulsa, having established the firm of Riddle & Associates (now Riddle & Wimbish, P.C.) in March, 1979.  Mr. Riddle has served the community well, having served on the Board of Directors of the Metropolitan Tulsa Economic Development Commission as well as the Board of Directors and the Executive Committee of the Tulsa Metropolitan Chamber of Commerce, including as Chairman of the Community Betterment Division, as a member of the Finance Committee, the Governmental Affairs Committee, and the Joint Committee on Educational Excellence.

In addition to seminar lecturing on many subjects, Mr. Riddle has authored numerous articles pertaining to his areas of practice.



Mr. Wimbish, General Counsel of OTEC,  has experience in all areas of commercial and residential real estate lending and borrowing, and in tax-deferred exchanges under §1031 of the Internal Revenue Code. 

His broad knowledge of Oklahoma real property and title law is esteemed.  He has vast experience in examining abstracts of title for the acquisition and financing of real property, as well as in issues dealing with the importance and effect of title insurance.  He has litigation experience in matters principally dealing with real property, including commercial and residential foreclosures as well as contractual disputes.  Mr. Wimbish is experienced in reviewing and preparing documents involved in oil & gas exploration and production, including oil and gas title opinions.

He received a Juris Doctorate Degree from the University of Oklahoma in 1972. He serves on the Title Standards Sub-Committee of the Real Estate Section of the Oklahoma Bar Association, which committee creates the standards by which real property titles are examined in Oklahoma.  He has taught continuing legal education seminars covering Oklahoma foreclosure procedure, real estate titles, Oklahoma real estate law and in work as legal counsel for Small Business Administration 504 loan transaction compliance.



As Vice President and Chief Operating Officer of OTEC, Mrs. Anderson contributes experience and sound business judgment to the team.  She has been a principal with OTEC since its formation in 1983.  Her responsibilities include quality control, assistance in strategic planning and business development, staff training in areas of skills enhancement and ethics adherence, as well as management and supervision of staff, finances and office operations.  Her attention to detail and ability to relate to the needs of individuals and groups provides an element frequently missing in today’s business and closing environment.

Highly respected among her peers, in 1995, Anderson earned the national Volunteer of the Year Award from the Association of Legal Administrators (ALA); in 2003, for her extraordinary leadership she earned the fifth-only Spirit of ALA Award from the national Association; she was inducted as a Fellow into the College of Law Practice Management in 2003; served five terms as President of the Board of Trustees of the Foundation of the Association of Legal Administrators; and she was named Woman of Achievement 2008-2009 by the Business and Professional Women/USA organization. She has lectured for colleges and professional organizations on topics of skills development, time and resource management, personnel administration, leadership, and ethics.  



As Real Estate Specialist, Meagan contributes quality experience and vast knowledge to the OTEC Team with well over a decade in the legal, banking, real estate, and mortgage lending industries where she has been involved with commercial and residential property closings, SBA 504 small business loan closings, title insurance issuance, title curative work plus table closing experience.

Meagan is qualified to handle all organization, coordination and document generation required in Small Business Administration loan closings.  Additionally, with her keen mind and extensive experience in the business, her expertise is called on for processing real estate closings which includes document generation, coordination of activities required for title curative work, collection and organization of information from lenders, buyers, sellers, brokers and any other party involved in the project, all of which is required to get the closing to the table. She follows that with effective facilitation of table closings, assuring that all parties leave the meeting pleased with the outcome.



As Title Assistant for well over a decade, Paty contributes not only broad knowledge of legal and real estate matters, but institutional knowledge of as well. She has extensive experience with title aspects of both commercial and residential real estate projects.  Having been involved in the production of hundreds of title opinions and literally thousands of title insurance commitments and policies, plus file processing and table closing activities, her contributions are invaluable.

Paty assists with location of abstracts and coordinates virtually all administrative functions of title insurance issuance. She produces title opinion documents, performs title insurance policy production and issuance activities plus a myriad of other support functions for the real estate endeavors of the office. In addition, Paty assists with coordination of activities required for title curative work, collection and organization of information from all parties related to the closing project, and she has experience facilitating table closings among the parties. All this is done with the vision and purpose of assuring the closing parties’ needs are met and handled effectively.
